When to ask a friend of five years out if he is commited

Visitor's Question from a 21-30 year old Female
I want to know when to ask my 21 yr old friend out. He is one of the most sweetest guys and I have known him for 5 yrs and I have told him I liked him alot. after I told him that the second time, he told me he was taken. I really like him to be more than friends(I have wanted this since we first met). He hasn't told me if he feels the same way (he always hugs me, He put his arms around my waist one time and put his elbow on my shoulder but nothing more). He always calls me my pet name(Which is my first name and the last name of a girl on our team) I always call him his pet name(which is Soldierboy). I have gotten over the other friend. I have always have been afraid of rejection. When we first met, I was always thinking about my first boyfriend(Whom by the way is someone I can never trust again and I briefly think about now) so sometimes I can be very vulnerable.

Ask him out for a date "as friends."

He has a g/f already so you can't expect anything more than that.

Wait until he and his g/f split up and maybe by then you can form a closer relationship.
