Is she trying to tell me something? And if so, what?

Hi, before I start, I really appreciate you guys, I mean, you get hundreds of these things a day! So yeah, thanks a lot.

Anyway, I wrote once before about a crush i had, and you suggested giving her my phone number or asking for hers or something like that. I did that, and this is what happended:
I asked for her e-mail address, she said she didn't have one. Okay, most people have e-mail addresses, but every now and then, you'll meet someone who doesn't. So I asked for her phone number...she says she doesn't know it. On the spur of the moment I asked if I could give her my phone number. She said yes...but she hasn't called, and it's been three weeks. We still see each other at the Drama Club we go to, and every now and then she'll talk to me. I don't know, maybe she's just shy and i acted too fast in giving her my number, but I did it because i can never talk to her. So is she trying to tell me something? And if so, what? She'll talk to me every now and then, sometimes she might smile at me, she still acts friendly, but I think she's also avoiding me, so I don't want to do something that would make what ever she's thinking worse, if you see what i mean.

Clearly she is a little shy of developing a relationship.

This time ask her for her phone number again and if she says she doesn't remember then ask her to write it down and bring the paper back to you.

You are going to have to be forward with her because she is shy.
