trying to fix my mistake

ok well i was chasing this one girl, and at the same time, one of my other lady friends was chasing me. The girl i was chasing finally told me she didnt feel the same as me. So at roughly the same time i gave up on her, the girl that was chasing me, gave up on me n got a boy friend. But im pretty sure she still has some feelings for me, even after she said she didnt, because lets be honest, you cant just throw away those types of feelings.
Well now im realizing and regretting that i should have gone for the girl that was chasing me, but its kinda late now because she's had a boy friend for a little over a month now. I have already told the girl, via AIM/phone, that i should have went for her and that i screwed up by not goin for her. So i basically told her that i want to go out with her and that "something" may happen down the road, refering to me asking her out when shes single.
So now my question....Should i just tell this girl how i feel, face to face, and hope for the best? or should i just keep quite and wait for her to be single again?

It's ok to tell someone you like them even if they are dating someone else.
But don't continue and try to persuade her to drop her boyfriend.
