i was wondering what to do with my boyfriend because he always says he'll phone me back but he never does. i sometimes wait 2 days before he finally calls.

You say he never calls you back - but actually he does. He's just late. Heck, lots of people are late all the time. It's not like he NEVER calls you back. He just forgets about it for a day or two. Heck, lots of people in the world forget about things all the time :) It's a running joke that guys forget birthdays, Valentine's Day and anniversaries all the time.
Heck, there's no reason for you to wait 2 days if you want to talk to him! Just call again. In every relationship there is always an active person and a passive one. One person ends up scheduling the dinners and figuring out what movie to go see. It's not that one person is bad and the other is good. It's just that one is naturally active and the other is naturally passive. So he's the passive one. Call him back! If you want to talk with him, call him. Don't sit around by the phone hoping it'll ring. If he's busy, go out with your own friends! Your world should not revolve around him. It should INVOLVE him but it should have other components as well.
