OK. I like this guy who is like my best friend. He says he used to like me but not anymore.I don't know if he still does and is just lying. How do I tell???

Would you want to go out with a liar? You say he's your best friend but you wonder if he's being honest with you. If he says no now, when you tell him that you like him, then that must be true because otherwise he would jump at the opportunity to bump your friendship up a level.
Unfortunately, there's not a whole lot you can do now, except continue to keep him as a close friend and be yourself. If it's meant to be, it'll happen. If not, then it's time for you to keep your eyes open for another guy.
