I've liked my best friend for three years. She has a boyfriend now but i still like her and want to bump our relationship to the next level. what do I do?

You wait until she's available for you to date. You wouldn't want her to be the sort of person who would cheat, would you? You'd always wonder if she was cheating on -you- if you did. So leave her alone until the relationship she's in falls apart, and then you can step in and pick her up.

But until then, find yourself someone else to keep company with.
