He doesn't understand his feelings

I still have many feelings for my X-boyfriend, and do belive that we are in love. I'm pretty sure he knows this, but he's too scared to realize it. I tell him how I feel alot, and he likes that, and he tells me that he really cares about me and likes me alot too, but he is afraid of hurting me again, but I always thought love was about taking risks? I found out the other day that he also likes someone else (one of his other X's) and that really hurt.. I talked to him about it and he said he was just really confused right now and didn't know what he wanted. I don't know what to do anymore. Should I still wait and be for him until he makes his decision, or should I move on for now?
