I have known this guy for about a year now. He is so cute and says all the right things. We go out together and he acts normal around me in public, but he wont call me, and he has a girlfriend. I am so confused right now and don't know what I should do.

Remain good friends with him, but just friends. He has a girlfriend and you don't want to break them up. Perhaps they will just break up on their own and you will be ready to step in.
