you can see in his eyes that he missed me

Visitor's Question from a 16-20 year old Female
hey,
my story is long and stressful but i'll keep it short. we were together 3 times but now we broke up. i really care about him and he says he cares about me too. i talked to some people and they said the reason he cant be with me and keeps on breaking up with me is beacuse of his younger brother(we were together and i broke up with him for his brother) and also my brother is his friend so that complecates things even more.
he admited that my he was shy of my brother finding out but he never admited about his brothers feelings. i know his brother still cares by the way he looks at me, maybe they made some brotherly promise that no one ever dates me again or something.
but the fact is, i really miss him and whenever i see him, we make brief eye contact and just by that, you can see in his eyes that he missed me.
he's too shy to call or to talk to me so we live by avoiding eachother. and right now im stuck between trying to make him jelous with another guy or talking to him and finding out the truth.
he always waits for me to make the first move.
Example. he wont say hi until i say it first.
so should i make the move and call him, and risk the chanse of getting back together a fourth time?
