If the guy is shy, sometimes you have to be the one to make the first move. It is hard in the beginning but it is worth it in the end. Such as asking for his phone number for a change. Then ask him to hang out or something. It would be better to do this in a group at first so it is not so awkward. Also this way your friends can give you advice while they are over. So it is like a date but with your friends along. Also call him once in awhile just to see what's going on. Do not do this too much because he will get annoyed at times.
