I don´t mean to say something suggestive or nasty about the person you´re looking at. Instead, say something about the situation - "Wow, I´ve always loved this view at night" or "Hey, I got my favorite seat!" or "Uh oh, I wonder if it´s supposed to rain this afternoon?" Say something open-ended about the situation you're in.
Anything spoken is an invitation to a response, especially if it's something that can easily be "me too!"ed to. You may just get your person to answer you and strike up a conversation. By showing you are friendly and easily open to talking, it may give your person the confidence boost to say something back to you.
