is it legal for a 20 year old to date a 16 year old without sexual contact? just hang out,go to the movies, kiss,hug,etc. anything without sex?

Unfortunately, the laws vary from state to state.

You could ask a lawyer, or look in the phone book under legal aid, planned parenthood, and rape crisis center. There is a strong chance that any of those choices would have an answer for you.

Don't be shy about it... they are used to answering these kinds of questions.
