Next Move?

Visitor's Question from a 21-30 year old Female
Hi, I recently met someone who i spoke with in person a couople of times, and it was noticeable that we like each other. He told me we should hangout and i gave him my number.
He then called me, and i called him. He has very bad cell phone connection, so we don't stay on for too long. On a saturday phone call we mentioned hanging out soon, and he told me he would call on monday. Well, it's thursday and he never called.
I know this is an impossible thing to understand, but if a guy is interested, wouldn't he keep his word? I don't want to be pushy either.
