Why isn't he more sexual?

Hi Me and my boyfriend have been goin out for two months no and we have kissed and hugged and we talk to each other about everything but i dont understand why he is as sexual or perverted as other guys. dont get me wrong i like that he's sweet and nice but i want him to be more aggressiv than just gently doing everything . He does to uh my butt and stuff but he just doesnt do it hard enough and i always have to make the first move. I am tired of making the first move. We talk about everything but i just cant bring myself to talk to him about this wwhat should i do.
