Confused and in deep need of help!!!!!!

I have wrote you 2 times before about the same guy. We both now we like eachother and things are going great. My friends asked him out on a date for me (without my permission) and he said yes, but I told my mom this and she said i cannot date until i am 16 but i am allowed to go out with somebody. Another important thing my friends asked him to go out with me but he said he couldn't because his parents won't let him. How could he not have an in-school relationship but be allowed to date? We haven't really talked about "us" since then. Was he lying before? and will he ever ask me out?

Just keep hanging out with him and agree that you are going out but not dating. That way everyone is happy.

Plus, it would be better if you and he started talking directly to each other since problems usually arise when friends do the talking for you.
