Me and this boy have been acting like we are going out but we arent.. he has a girlfriend but in a different city far away.. is anything more than this ever supposed to happen?

Nothing is ever "supposed to happen." You either make them happen or not.

It sounds like this boy wants to have his cake and eat it to. If he has feelings for you, then he should stop seeing his girlfriend. If he won't, move on. By pretending you are dating you are denying yourself the opportunity to meet someone who wants to be with you.
