There is a girl living in my building that I am interested in. I want to ask her out although I do not see her very often, how would I go about doing so?

Don't ask out a stranger, they are very likely to say no because they don't even know you. Instead, work on breaking the ice so she becomes a friend. Then it is MUCH more likely that she will say YES to you because she knows you. I have a ton of advice on the site about how to break the ice - work on it daily!
