I like him - he has a girlfriend

i really really like this guy, me and him are pretty good friends...but he has a girlfriend..the thing is he only sees her once a week...he doesnt even act like he has a girlfriend..and he knows i like him..and i actually heard he liked me too..

i really just want to tell him i like him but im not sure if i should because of the whole g/f situation!

Definitely not - it never works out well to try to drive a relationship apart. He has to choose completely on his own to break up his current relationship. You can be his friend, but keep your own options open for dating other guys. If you really think it might drive you insane to be near him but knowing he dates someone else, then it might be time to take a break.
