He is my friend too, but we aren't very close or anything. I am interested in him, and really want to get to know him better, the problem is that I would never hang out with him unless my brother was there, there is no way, I only ever see him when he is with my brother. Another thing with this is that I have always heard that guys don't date their friends sisters, we're "off limits". But I really like this guy, so, what should I do?

It changes from individual to individual, etc. My friend married his best friend's sister (and now his best friend is his brother-in-law) and I even tried setting up my best friend with my sister (unfortunately, it didn't work out).
The best advice I can give you is to talk to your brother first. Tell him how you feel and that you will handle whatever happens like an adult. Your brother may even talk to his friend for you. If he doesn't, but doesn't have a problem with you hanging with his best friend, then ask him out. A daytime thing, like miniature golf would probably be the least stressful because even though it is a date, it's not at nite and it's in public.
