My 'Best Friend' was talking to this girl...

My "best friend" was talking to this girl who told me she wasnt interested in him and was into me instead....He saw her maybe 4 times and never did anything more than kiss....My question is, is it okay for me to talk to this girl, and is it okay for him to ask me not to talk to her even though he only saw her a few times?

Dude, ask your friend if he minds and then, no matter what his answer is, talk to her. Keep in mind you risk losing both if he says, "no" and will not be your friend if you do. You also risk having both.
