how do you talk to someone who's your friend, but they're shy and won't talk in person?

First have long phone calls for a while until he gets used to talking. Then when you see him, say "Hi" and don't expect much more than a hi back from him. Let this go on a while and pretty soon he will have the experience to make a normal conversation.
