He kept hugging me

I am a fifteen year old girl, and i havent had much luck with boys. There is this one guy that has been one of my friends friends for 2/3 years now. I added him to my MSN and we talked only a bit, when one day he phoned me and we were talking about our interests. then a few days later i met him, and he was i little touchy, but he's like that with every girl! i just brushed it off, but i felt like he liked me, because he kept hugging me. then later that night he called me so many times! and at the end of every phone call, he kept saying 'i love you' and i thought it was really cute. he phoned me constantly for a few days, and then he went on vacation (he's still there). My friend suggested to him that he should ask me out, when we were on 3 way calling, but he didnt say anything. he also told another girl that he really liked me and he thought i was really funny. but eversince he has been on vacation, he hasnt really called. when he does call, he doesnt laugh at my jokes as much, and he always says that he has to go, so we only end up talking for a few minutes. he still says 'i love you', but i dont really feel it. he told me that a girl wanted to make out with him at the hotel, and that he told her he might be seeing someone else, and he said me.
so what i was wondering is if he still likes me? am i expecting too much from him? he has always been a ladys man, and im not sure of this is something he does. do you think that we could have a relationship? Thank you for taking the time to read my story.

All the signs point that way. When he returns from vacation, try to get him to ask you out.
