It should be a comfortable intimacy that both of you want. The easiest way to know someone wants to be kissed is to have already built up a level of comfort with touching. You should already be hugging hello and goodbye. You can kiss on the hand or the cheek as the next step, as a friendly hello and goodbye. So if you are at the point that you're kissing on the cheek hello and goodbye, kissing on the lips isn't that much of a stretch. If it's OK to kiss on the cheek and you kiss on the lips, it's not a stoning offense. It's more of a "ok the kiss is somewhere nearby but elsewhere" sort of thing.
