There's a guy I like. I've known him for about 6 months. This year, he's started standing near me by himself for no reason, without saying anything. He waves to me after school when he's going home, and he's really quiet and shy. When I talk to him, his best friend comes and interrupts, and my friends have seen him looking at me. Does he like me?

It's pretty obvious that he does like you, and, like you said, he is pretty shy.

Why not go up to him and say hi and see where it goes from there.
