When you are friends you build up trust, caring, honesty, and other things that make for a good relationship. My advice is to casually say to her that you are "starting to develop feelings" for her. If she agrees then say "well would you like to go out?" Once you are going out, she will want you to kiss her so be sure to do that the first time you are alone. At school, you might look around at other couples and see what they do. And, ask her what she wants to do... you should be able to talk to her about anything so if you have questions about kissing, holding hands, etc. don't be afraid to ask her. Good luck!
