one thing that i do is i normally sometimes make fun of the person i am flirting with not in a mean way but in a funny way so that way you have something to talk about and it can bring up a conversation that both of you can laugh at.
you might not want to do this if the person is shy or if they have low self asteem because they may take it personally.
you can use this tip if you want but it works for me.
