Is that a sign of liking someone or just a loving friendship thing?

Ok heres my question
He stars at me all the time and when i look at him when i know hes looking at me i look and he looks into my eyes and wont turn intill i do. He touchs me alot on the face, hands.. but for some reason i just want to know if thats a sign of likeing someone or just a loving friendship thing.
